I found in other messages a recommendation to purge the installation and re-install. I tried that. Same issue persists.

I'm getting a weirdly squished animation, sliced into ribbons, at the top of my desktop. System is a threadripper with lots of ram and two 3090 matching gpus. Monitor is driven by the first gpu. ArcGIS uses the second for cuda. I'm not sure what to try to resolve this.
