Did this it didn't actually fix it because it wasn't that broken as I discovered now. The issue seems to be the Desktop(on my Laptop). I cannot scroll the Desktop Fences with my touchpad of the Surface Pro 4; it can be scrolled with my Bluetooth mouse, and what is very strange: Folder portals (Fences that do not belong to the Desktop) can be scrolled with the mousepad. The Folder Portal is one of the most useful features for the desktop. But when you go to the second or third sub-folder to drop an item and want to go up again, it can become a mild annoyance. I would have 2 suggestions here: 1. make the "folder up"-button stationary or 2. have another button that restores the folder portal to the original state/the original folder.
