Roll-up fence re-positioned after screen resolution change/return (as when a game executes)

Since Windows 10 does not allow you to quickly pick power profiles from the battery icon on the task bar, I created my own solution using roll-up fences. I created .bat files that select the four different power plans I use and put links in a fence.
