Sorry to necro this thread but this is number 1 google result for this problem and thought others might benefit from this. So the solution for me was simply turning off " Automatically manage color for apps " in Settings > System > Display > Advanced Display . Running Fences 3 on Windows 11 (23H2), no HDR.
