Icons won't move with fences, icons can overlap, can't put icons into fences, scrollbars don't work...

I am having similar issue. Used Fences perfectly on my old laptop. It does not work on my new one. Fences do little to preserve my desktop icon organization. Clicking and Unclicking the "Enable Fences" does not seem to help me. It is a work laptop so not sure if there are security measures that can mess with Fences functionality. Thanks for any help.
