Extact problem appear with 200% scale for 4k

I'have 2 monitor one with 4k (200% dpi) and one with 1080 with (100% dpi) i know that the problem is not the second monitor because issue still also if i disconnect the second monitor the problem is related only with the 200% dpi setting

PLEASE SOLVE THIS PROBLEM!!!!!!!!!!!!
