I've just started playing this game and I've run into the same thing a couple of times. I was playing the tutorial game and I won a cultural/influential victory. After I finished viewing all of the stats after the game, it went back to the opening menu. When I clicked on the quit button, the game locked up. I have started a new game and it behaves the same way when I want to quit. I am able to select either yes/no at the quit game menu choice after I choose quit from the main menu. I pick
