I assume this is Start 10 that is causing this as it started after I installed Start10, Object Dock, Tiles, Fences and CursorFX on Windows 10 Pro. It disabled Cortana, so I had to re-enable it. Now the icons don't shift to the right of it randomly. Here's a pic.
