I've had this problem for several versions now, and always assumed it was on the list to be fixed. But it still plagues me, so maybe it's just on my end. I always play with custom races, and often I like to switch between different ones to try different tactics. When I first started playing, I noticed that races I'd played several times were getting an increasing logistics bonus added to their stats. As near as I can tell from looking at the stats, there's never a reason to maintain standard research buildings once Neutrality Learning Centers have been researched; they are better in every way. Why, then, do they not replace other research buildings on the list and, consequently, never get chosen for upgrades by the colony control functions? If I understand correctly, the graph is how much research power you have per turn; i.e. playing with the sliders will affect this graph considerably. The "technology" entry in the rankings refers to the combined value of all researched techs. ~SDC~

With some patience, I've recently had luck just waiting 'till I've had a 26 quality planet in my home sector. Yes, it takes on average 'bout 20 ctrl-n's, but it's very useful on the really hard difficulties. For the game I'm in right now, both Sol IV and one other planet in the sector started at 26! Now, I _AM_ using luck+50 at start, and while early indicators seem to suggest planet quality is not what that does, if you're unable to repeat these results that might be the reason. Hmm
