Help with my early game? in Galactic Civilizations I

I need serious help with the beginning of a new game. I usually pick federalists for the economy boost. I've never seen the option for +15% planet quality, where's that? So, besides choosing a party, what should my first moves be? My first 12 months? First 2 years? First 5?
