I uninstalled Start11 and reinstalled it. Problem solved.

I had Start10, then upgraded from Windows 10 to 11. Bought and installed Start 11. Uninstalled Start 10. Now, every time I restart I get a pop-up that Start 10 will not work and then opens a browser pointed to Stardoc.com to buy Start 11. I c
