Same thing, really, unless they've changed it radically since the last version. But, as far as I know, the only difference between border and ZOC is that the border is that bright line surrounding your ZOC. So it's just different aspects of the same thing. And that border should only appear around the hexes in your ZOC.

I'm also noticing that the ZOCs aren't quite as affected as they used to be. I mean, I conquer all of the planets within 20 or so hexes, place Culture starbases along the border, study Influence techs out the wazoo and be #1 in tech across the galaxy...and all of that territory is still surrounded by the enemy's ZOC, which hasn't budged an inch. I mean, I hate to say it, but the game is nigh unplayable at this point.

You know how colony ships can Auto-Colonize, seeking out an available planet all on their own...? I'd like something similar for asteroid miners. The only way I can accurately see the Zone of Control for each empire is to turn on the grid-visible-zoomed-out option and look at the color of the hex-grid. Those borders absolutely do not represent the actual Zone of Control, and it's been like this since the most recent patch.
S'a bit more than just that. Creature I met describes the entire Zoq-Fot-Pik-Zebranky conflict and even mentions Frungy.
Stop making me want to play this game so damn much.
