Can't move ships in Galactic Civilizations I Stardock Forums

It tells me a planet or starbase has to be in that sector so i build a starbase in it move my battleships in to attack with my troop transporter in back of them,attack plant then try to move them out the way and it says must have planet or starbace in sector and if new ships on enemy planets apair again I can even shoot at them any more and I am still next to the planet but thay can shoot me.

How can I tell who's paying me tribute in Galactic Civilizations I Stardock Forums

I don't want to attack a race paying me good tribute.
