I pushed toward getting Xeno Entertainment because a couple of colonies just weren't very happy. Okay, one was at 5... So I got the tech and rushed to the two colonies in question and ... no Entertainment Network. So I get to look forward to having serious production, research, economic and population growth issues with no solution in sight. Any ideas why this is missing?
This whole thing looks like someone got tired of reading complaints about how micro intensive fixing all the AI planets turned over to you was. Makes fighting a major war worthless because if you win you get nothing.
Except if I remember clearly, if you have them assigned to one of your planets they have to be reassigned first and that requires some resource and if you don't have it -- tough luck. Even reading the fine print isn't helpful since it didn't say that anywhere when I read it (a while ago, true). I have found the entire assignment/reassignment thing for citizens in general to be less than intuitive.
