Terrific instructions, but doens't solve the problem at my end. Win 8.1 - 64 bit Enterprise Fences 2.13

Glad I'm not the only one with this. I have a brand new laptop running Win8.1-64 and Fences 2.13 I've tried adding fences.exe to startup, but that didn't help. Surely there has to be a solution for this?

I've noticed a few of the same complaints with no resolution. I'm unable to move icons within a fence. They snap/lock to an imaginary row. Brand new laptop with Windows 8.1 Fences version 2.13 - no rules running Any recommendations? Thanks.
