The 3.0.4.12 update seems to have issues with Win10. The update means that fences loads a lot later than past version did or it does not fully load at all. If it does not load when I try and run it the message I get is Fences does not appear to be loaded. You may need to reinstall Fences. Such a message does not make much sense and is just an indication that the latest release has a problem.
