I haven't re-installed yet. I purchased fences under a different email address. I'll give it another try. I just re-installed Fences 2.13. It appears to be working properly and I am able to move icons freely around the desktop. I have seen quite a few others who have had similar issues with Fences and Win 10. Perhaps its something that should be looked at.
