One more thing. For the heck of it, I installed Fences 5 to at least see if I could get the "Lock Fences" option with a right click in the Fence and i could. Fences ARE NOT locked.
Unfortunately, no go on the safe boot plan. Response file was created correctly but system would not allow the dialog to process it further. With regards to windows version...v2 4H2 (OS Build 26100.4351). Windows 11 Pro. Thx much...gonna hit the sack but will check back tomorrow.
The next thing I will try is to reboot in safe mode (again). I did it a few mins ago and had to download the Fences.req file as Fences was not recognized as installed/loaded in the safe mode with networking mode (which has no internet access). That said, the Fences.req file that I downloaded seems to be flowed as, when I tried to upload at your activate site, it said I had the wrong product key. The only think I can think of is that I didn't enter the "-"s when I enter
A couple of things... The Lock option did not appear in any menu (including Show More Options). That said, I do have a new Surface Pro with the Recall (Preview) functionality. I have not yet enabled it but wondering if it has some hooks that have change the Explorer layer (that you may use) in some way. This is the first PC that I have had with that functionality.

Have clean install of Windows 11 Pro. Installed Fences 6 and seemed to install fine. Used default fences which came up on right side of screen. Also, the default created a "Downloads" fence to the Left of the 3 vertical fences (Programs, Folders, and File & Documents). The default fences also put the apps in the correct areas. The issues are: 1. Can't drag fences to anywhere else on screen. 2. Sub-fence menu drop-down does not work. Righ
