I figured it out. It was the default personalization theme in Windows. I changed to another theme and its back to normal. Including the green taskbar effect. I haven't seen it in a few days.

When I use the mouse to select things, its highlighted in green not blue. However, if I Ctrl-Alt-Del and return its back to blue. Is there a way without installing a new operating system to get this to stop. Because everything is green, sometimes my taskbar turns green on start up, the text, its weird.
