I am still having the problem that on some of my touchpads/computers, I can't 2 finger scroll in fences

I just found fences and have a new Dell XPS 15 9510 and I have the same thing. I cant 2 finger scroll inside a fence with the touchpad and my external mouse works fine. I was so excited to use this and looks great but this is a deal breaker if its not going to work. I found a free program called Portals that is a take off on this. Not as good but not bad and does what i need. It scrolls fine. Please let me know if there is a
