Changing scaling and removing DreamScapes did not help but I figured it out. If the View is List or List (Large) and Roll-up fence is selected the bottom scroll bar does not go away upon rolling up the fence.This doesn't happen with the other Views.

Why does Roll-Up Fences leave the bottom scroll bar visible on some fences; not all. I'm running Windows 10.
