I have a 165Hz monitor and a pretty high-end system (Ryzen 5900X, RTX 3080) and I have noticed this issue as well. The menu animation of Start 11 is definitely 60 FPS or maybe even less. People with traditional 60Hz monitors are probably not going to notice or care about this issue because they are accustomed to 60Hz. The first time I saw Windows running at a high refresh rate was glorious. ;-) As we see in this thread, people who are used to the smooth animation/mouse
