Update: A co-worker sent me his version 3.0.8 and that version installed and registered just fine. There's something about the 3.0.9 version which our work laptops don't like.

Sorry, I ran the purge BAT as admin, uninstalled ver. 2, re-downloaded ver. 3, ran as admin, and get the same error message.
I uninstalled Fences 2, rebooted, and am still getting the error message when launching the latest 3.x, Windows 10 Enterprise 2016 LTSB, Version 1607, OS build 14393.3326.
I went in and purchased the full 3.x license, downloaded the setup, and am still getting the above error message.
My work laptop was replaced, and I'm now getting around to reinstalling Fences. In the MyDownloads, there's the Fences 2.0 and there's the Fences 3.x upgrade listed. I installed Fences 2 without a problem, although I saw there were two key codes. When I try to install the 3.x upgrade, I get this error message: "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.: Any pointers appreciated.
That issue went away for me after I rebooted.
