I had the same or similar problems. Could drag the start menu icons to the desktop, but not into any of the start menu folders even though the indication below the icon I was dragging said that it was going to allow the operation (no red X). The fix for me came from this excellent Windows 8 forum (searched on the "trustedinstaller" phrase that I was getting when trying to do the drag and drop from the Windows File Explorer application. http://www.eightforums.com/tutor
