Update: problem solved. It turned out I needed to reboot my system for the new functionality to become available. How embarrassing. :-)
I am using the new Start8 1.1 on Windows 8 Enterprise x64, and neither drag & drop or renaming entries in the All Programs tree works. This functionality simply seems to be missi
