There is a setting under explorer backgrounds called "Fade Texture" and you probably have it ticked. Untick it, apply the change and your textures/backgrounds will appear as intended

Through SkinStudio you'd have to edit the tga files with Photoshop, or an equivalent that allows adding alphas channels. You can find instructions on how to do so via google. Another way is to directly edit the registry keys for WB: HKEY_CURRENT_USER\Software\Stardock\WindowBlinds\wb.ini\Global HKEY_CURRENT_USER\Software\Stardock\WindowBlinds\wb.ini\Global2 forceTaskbarAlpha should have a value between 0 - 255, and if you do not currently have taskbar

It speaks to the quality and ethics of Stardock and it's products that this thread has been open for over a YEAR with NO response from Stardock. Considering a year+ is ample enough time to fix this bug within IconPackager, and at the minimum reply to this thread and others
Aero is possible on Win8 via Aero Glass for Win 8/8.1, respectively. Using Aero Glass, coupled with Rainmeter, really complements Stardock programs. See my post at https://forums.stardock.com/449932/page/1/#3443901 for information.
