Right click on the dock and navigate to view and uncheck "Always on top"

I'm sorry, but that is a known issue. You can no longer skin Chrome with Windowblinds due to changes in the Chrome architecture a while back.

Are you currently running any antivirus and/or other security software that you were also using on your Windows 10 system? It's not very unusual a lot of maintnance/security apps can cause issues like yours.
