Check if fences is activated in your explorer shell extensions. If for some reason (antivirus, etc) it is disabled you should enable it. Uninstalling and reinstalling didn't solve this problem. I had the same problem and checked with shellexview ( www.nirsoft.net ) and after enabling and simply restarting the explorer process, fences worked again.
