Yes, I am on the public build. See Screenshot. The public build and the insiders build show an August 27th update. I notice the change as soon as I started a new game as the Festron Hunt.
Are you guys sure the beta build didn't get pushed out to the public build? The change in starting government is very much different now when I start a new game. I no longer start with the colonial Charter, but one of the new government types instead. I also start with a battleship and two enforcer ships now where I didn't before. The patch version says 4.01 but when I check the date of the last update, both public and insiders builds say August 27.
