Update your drivers.
You'll find them in C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III\data\Game, they have the race name in the file name, these only have the stats not the descriptions. The descriptions are in C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III\data\English\Text.
Looking at the files it seems they forgot to put the proper tags for them.
Taking a peak in the game files I found these: So they haven't totten rid of them. I also found this on Research Academy, but it has no value assigned.

In my experience exiting and relaunching Steam made it update the game.
