So the game appears like so? And clicking on Download does nothing? How about right clicking on Download and then Save linked content as...? Or is the installer not working?

Game was updated successfully on my system. Opt-out of the patch, in the Betas screen select none. Restarting Steam wouldn't hurt, opt-in to the beta again.

Sorry, missed that. What do you with the ships that have move-points left? I just put them on guard. Edit: Did some more testing and got it to reproduce, once. I got it unstuck by destroying a Snathi fleet. But on the next try it didn't get stuck. It can be avoided by staying zoomed-in on a tile without any ships. Edit #2: I have been unable to get it to get stuck again. So I am unsure what is causing the problem.
I loaded the savegame and managed to finish the turn without any issue. I then let the game soak for an additional 10 turns and no problem occurred. On which AI player does it get stuck?
So, it's not related to the graphics card. I want you to see if Controlled folder access is disabled. Go to your 'Windows Defender Settings' --> 'Virus and threat protection --> Ransomware protection --> Turn off 'Controlled folder access'. Another thing to try is find GalCiv3.exe, select its properties and Disable fullscreen optimization in the Compatibility tab.
Open the Nvidia control panel and set the game to utilize the dedicated card.
