If you're Altair, using the "extra move" ability makes it stop happening. But then when the unit you gave the extra turn to gets their action, they will have infinite turns (on their regular turn; for some reason the immediate extra turn is lost). It doesn't happen all the time. Seems to be more likely in larger battles.
