You probably just aren't seeing them. They are little cameras (red or blue depending on party) that show up on the map and you have to fly to them. They're rather small and you might not see them if you aren't looking for them.
Nope, you're not crazy. It happens to me almost every time and sometimes in Texas instead of Ohio. I've been running as a democrat and I always pick up some of the big red states, but towards the end of the game it seems that those suppose to be red states try to find a reason to hate me. One time I actually won their votes back by running a TV ad of "they oppose high gas prices", but its still very hard to win their vote back in the higher difficulty stages. Is anyone on
