I just played a game yesterday where I was able to offer culture research and trade treaties over and over again to the same AI (as in 50x in one turn) I was able to get all techs, starbases, and resources from everyone I was not at war with. I probably could have gotten their ships but I got really tired of it,,, anycase that might be a bug worth fixing :)
