I am also having the same problem with DeskScapes 8 version 8.0 and Fences 2 version 2.10. It should be noted that you don't have to disable the service if you simply go to the personalization window and change the background it will allow you to drag and drop icons on your desktop and in fences. once you have the icons the way you want them you can launch deskscapes and select an active background.
