Starting with all races visible and at war with one in Bug Reports GalCiv2 Forums

I noticed that whenever I start a game, from turn 1, I can see all of the other races on the foreign relations screen, and I also start at war with the race in the number 2 slot. I am playing the most recent version of ToA on Challenging. It seems to be independent of map size.
