how do you update to 2.13?

Im not able to move my icons and I can not upgrade my Fences in Fences

When I upgraded to windows 10 it does not allow me to move any icons on the desktop. I have read that all I need to do is update my current fences to 2.13 but I do not see how or where I can do this. Can someone please help?
