However, all worlds also have an internal limit as to how much population it will grow. Unytil I read through quite a few of these threads I was perplexed as you are. Just a quick question for everyone. When you go Neutral Alignment, You're supposed to get all upgradeable tiles right away, vice having to research the soil enhancement, habitat improvement and terraforming techs. However, on the last couple of games i've played, when i choose Neutral alignment, my planets will say that they are upgraded, but in reality they aren't. Instead of surrendering, think of more along the lines of transferring territory. The Kuwaiti's did something similar in the 90's with their tankers. They reflagged them to U.S. Also, in WWII, after being invaded by the Nazi's, Denmark transfered possesion of greenland and iceland to the u.s.
