I understand the max allegiance of a planet is determined by its distance from the capital. Are there any methods of compensating for this? One thought is relocating the capital to a planet near the center of the map. If this is done, what planet types would be a good choice? thx

Sometimes after taking an enemy planet there are mines remaining. How do I destroy them? thx
