What was your chosen alignment (I assume you had Xeno Ethics by then)? I encounter a bug when playing as neutral where invading or colonizing a really low-class planet (like 1,2,3, maybe 4) results in a rather large number of auto-terraformed tiles. Class 1s become Class 11s if I have 2 levels of terraforming tech, etc. Surely that's not an intended feature? Not that I would complain, but it would seem to be counter-intuitive, and it doesn't look like non-neutral AIs got the same bon

I had this problem in 2a on a very consistent basis (and sent in a bug report w/save). Not had any trouble in 2b, though.
I recall using the mining-starbase-purchase technique quite a bit in GC1, and it was a cheese the way I used it. I've encountered a similar behavior each time I get a speed upgrade tech (impulse 1, warp 1, hyperwarp 1), and I believe the same is true of the grav accelerator trade good. In short, the bonuses are not applied on the first turn, perhaps because the evaluation of maximum moves for ships is evaluated before tech points are applied and tech(s) gained.
