I've been trying out a few things, and I found out that if I exit ObjectDock Plus before starting Quicken, and then start ObjectDock back up after Quicken is up and running, everything works fine. The dock responds, and I can launch other programs just fine. If I then exit Quicken (leaving ObjectDock running) and then start it back up, either by using the ObjectDock icon or the start menu shortcut, the problem returns, and ObjectDock becomes unresponsive again until I exit Quicken. As a test, I also installed the freeware program RocketDock from Punk Software to give it a try. It has the exact same issue! Once Quicken is running, either full-screen or in a window, the dock becomes unresponsive until I exit from Quicken. The file "ObjectDock.zip" that you requested does not exist anywhere on my system. I've done a full search, and it isn't there...
