Version 10.0.19045 Build 19045 Windows And the newest version of Stardock vers. 4.12

Lately whenever I try to move a shortcut to a current fence I have it will go there but when i unclick on it it goes back to where it was on the regular desktop. I have tryed numerous times with different fences and icons, same bad result
