I've noted the same issue Carl as have others , back in November. It has been forwarded to Support for further action. I suggest you update from the store , as I do, until it's solved (click on the 'View individual downloads' under the Object Desktop Manager tile to view software and versions).

You can try restoring from a snapshot...in the Fences config window, choose the top option on the left, and then, "Layout tools and snapshots" on the right side. Hope this helps. Several skinners have expressed interest in doing this in the past. Perhaps if you describe the type of skin..."a skin similar to...", a high contrast skin, or one for special visual needs...it might help the skinners to respond.
