Do you have an insider or dev build of W11? Do you have any AV software and did you turn it off during dl an during installation of WB? Do you have any other GUI modifying/customizing software on your machine?

Daniel, to me that sounds like one upgrade, for one licence on one computer. From the page basj linked above: If I had more than 1 concurrent activation with Fences 3, will that same count be included with an upgrade to Fences 4?
