I've been in this position and just started over. But I suppose you could take a look at your colony list and destroy your low quality planet colonies or the ones with the worst income/cost rate.

Is there a way to re-map mouse or keyboard functions ? Yes, in windows control panel select mouse settings. The middle button for a lot of mice is set to "scroll button" by default. You should be able to change it into "middle button".

I played a game on normal and i had just made peace with the Altarians. But since i had some invasion plans I still had a bunch of ships hanging near one of their planets. Suddenly the diplomacy screen pops up and the Altarians ask me if I would kindly move my ships from his borders cause he felt threatened. I snickered at that and then complied. It would be nice if you could ask them the same as well.
