I am seeing the same issue with you as to the number of planets. It seems like they are everywhere. I have a system that has 5 planets -- classes 19, 17, 6, 5, 0. I never remember having more than 2 decent planets in a system before. But the response it to crank down the slider one notch (from common to uncommon for me). As for performance, it might be your system. I play with common planets on a gigantic map and it plays ok for me.

You're right...I wish there were a better counter. I usually do one of 2 things...build a starbase next to it to cancel it out or buy it from them. edit: I thought the exploit was only with resource starbases, not normal ones.?
Maybe they are losing their economic capital planet in a war and rush building another? I've never seen the AI build one if they already had one but you can capture them. I usually have a handful by games end.

I don't think that strong potential should disuade someone from attacking. If anything, it calls for a sneak attack to capture production before a response can be organized. There is a reason military powers get into an arms race and don't just compare checkbooks. The AI just formulates strategy so poorly that all it can measure itself on is numbers. Yea, while there are many ways to win the game (conquest, influence, tech, alliance) not having a decent military isn't an option. Don't know what to tell you accept that the AI is provoked by weakness, no matter what your potential is.
Ditto. On all versions of the game. I've just taken to leaving the game running and minimizing.
I guess I was focusing on influence resources since those are the easiest to see the impact. With the beta bug, I bought 2 in one turn. The next turn my influence went from 52% of the map to 68%. Planets started falling like dominos and within 15 turns I was at 75% and just hitting TURN button to win the game. I've started to change my strategy a bit to rush build a constructor early in the game to ensure I grab some of these.
I've been playing the beta and stumbled across the bug that allows you to buy resource starbases at very low cost. It was getting towards the end of the game and I had tons of money with nothing to do so I started buying up influence starbases. With the 1 I had and 3 more I bought, I immediately started taking over planets. 2-3 per turn and even capitals. When I played last night I noticed that everyone had beam weapons. I think it has to do with tech trading. My guess is that one race went up the beam tech and then started trading it away, and the AI switched to that tech because it was further along than the other trees. When I turn tech trading off, I find more variety. Also, since everyone had beams, i researched shields until the 5 defense shield you get with good alignment (rebounder?). My smaller planets are usually either research or constructor builders. I use starbases pretty heavily so I'm always in need of constructors and they are relatively easy to build. Plus (I think still) military production doesn't carry over once a ship is finished, so using one of my heavy production planets for these can mean wasted production. So one small planet in each "region" of my empire will be for these and the rest research. <br/
Also, designs are now auto-obsoleted when upgraded. This is a huge issue for those who like to use ship templates. LOL...I played last night and kept watching my templates dissapear. I just kept thinking I hit obsolete by accident...

It gives a even spread of colonized planets and will sometimes give planets close enough that a starbase can cover 2. The formula, which I can't find, is based on attack power, defense and hit points (i think). It ignores movement. So the Drengin, who get racial bonuses for +20 military stength, so will have a higher military rating, even with the same number of ships (since their ships have a higher attack rating). BTW, military rating is extremely borked. Better in the beta, but it's only impact is in their outlook on you. The game bases it on quantit
