Is there a way to build a lower class building than your highest researched level? If you don't mind having to upgrade manually, you can modify the PlanetImprovements.xml file and remove the value within the "S_UpgradeTarget" tag. Doing this will allow you to keep building the older improvements as well, but does not autoupgrade. <br/

You could start a game, then cheat your way to the hull size you want. Doing this would allow you to design all the ships you like. So, there is no real need for a stand alone ship editor when the existing options would work just as well. CTRL+SHIFT+R will give you all tech if I remember right. I would try to edit my post, but every time I do it doesn't work and makes the post all screwy. Maybe it could be that a civ has discovered the key to creating and maintaining stable, permenant wormholes. Perhaps the wormholes found in the begining of the game could remain in the game.
