can anyone please tell me how to do Horizontal Taskpanes instead of the drop down ones?

so wait, wat do i need to make my title bars transparent, i tried every theme including vista, aeroglass, Athens, and etc. Each with transparent title bars, but i don't get any of them? do i need vista to support it?

so basically there are no transparent title bars for windows blind?
