Wenger The Master

Hi, I had a look at some of the screenshots, and one caught my eye... https://www.stardock.com/news/templa45.jpg So I installed Windows Blinds (Free version), but it wasn't there. My questions are... Is this a purchase only skin? and if I can get it on free... Where do I download it... and where to I extract etc it to? Thanks
