Not trying to sound demeaning or anything, but if the world is owned by another race, are you sure you're using a transport and not a colony ship to invade it? I've made that mistake before, and it took me a while to realize it. Another thought would be, do you have an alliance with the race you're trying to use the transport on?

Forgive me for jumping in here, but thought I'd add my opinion to this. I however will say I haven't tested my opinion, this is just what "I think" I noticed from my own games. The Mass Driver invasion tactic, does kill off planetary improvements, but those are only calculated after the invasion, and if the invasion succeeds. So as long as you are able to properly defend against the invasion forces, and hold onto the planet, your structures won't be destroyed. If they do successful

Maybe I'm reading the original post wrong, but I see a statement for a theoretical max on a ship, but not the stats on the ships in question. I understand your point, but I disagree with some of your conclusions on cheat codes. Firstly, most of the "cheat codes" are more or less debug codes, which allow for a much simplier method of testing the game, and/or mods. As a modder, surely you can understand that sometimes, things come up in the mod, that aren't intended. I am actually, partially in the same boat as you. I noticed a similar behavior, occurring whenever I would download v1.2.009 beta from their servers. For whatever reasoning, everything is fine in v1.11 but once I upgrade, there are 13 ships which essentially become invisible whenever I go to a shipyard to view their models. Strangely, at least for me, I've noticed this effects the ship designs for: Combat Transport, Cruiser, Destroyer, Dreadnought, Excalibur, Fire Hawk, Missle Boat,

It also further states that those are the minimum for both the X and Y coordinates, so basically, even if you're using something which overall might be above 1024 x 768 resolution, you may need to make sure that tne numbers are that or higher. This might be why you're having trouble running it at 1280 x 720.
Hmm, maybe this is trying to point out the obvious, but have you tried the Demo for the game? If you haven't, it might be a good place to start, just to see how you like the overall feel.
Adding race photos should be quite simple, from what I can tell, the photo may need to be .PNG extension, other than that, just place it within your mods folder. To clarify, look in your game options to see where your mod folder is located (usually within my documents/games/galciv2) and then inside the mod folder will essentially be folders like what you will find within your actual game directory. It might also have something to do with your browser options. I know sometimes having certain security features set too high, can cause this effect. That said, I wouldn't recommend lowering them any, unless you knew what you were doing, especially when it comes to payment info. I just ordered the game last night using Credit Card method, and had no problems at all. If you have a credit card, I'd suggest attempting that method and see if it's any different for you.
